Looks like Google has begun a backlink update.  I'm sure some sites will experience different weight in the backlink count, but I've noticed a heavy weighting towards directory listings at this high school wrestling website.

While The Web Server Times, an online webmaster newsletter sees weighting towards forum posts and directory listings.

devNIC.com which caters to domain names, financial information and Perry Marshall marketing tools, among other things, shows a majority of links from internal pages.

As is well known, Google continues to show very few of the total backlinks as tested on Yahoo.  A PR update can't be too far off.
